The Oregon Business Plan is guided by a steering committee of business leaders representing business associations and boards/commissions with responsibility for Oregon's economic progress, as well as at-large business leaders. In addition to conducting economic research, the steering committee gathers information and opinions statewide about what Oregon can do to support businesses that create high-paying jobs. This information is gathered through business interviews, industry focus group sessions, regional meetings, this website and the annual Economic Leadership Summit.

The Oregon Business Plan receives critical input and support from a bipartisan leadership committee comprised of Senators Wyden and Merkley, Governor Kitzhaber, Co-Speaker Roblan and Co-Speaker Hanna. These leaders play a significant role in the annual Oregon Leadership Summit.
In 2005, The Oregon Business Plan launched the Oregon Cluster Network to identify Oregon's mature, emerging, and potential industry clusters and assist cluster participants as they work to accelerate the innovation and growth of their industries. Network participants include representatives from Oregon's key existing and emerging industry clusters, economic development professionals, research professionals, community colleges, venture capitalists, and others. The Cluster Network provides critical input to the Plan.
