Initiative Tracker -- Increase Management Capacity and Access to Capital

Objective 2: Increase the investment of angel and venture capital in Oregon.

2004 Action Items

Accomplishments/Status

Ÿ  OCKED will work with investment organizations and administrative agencies to market Oregon investment opportunities to venture capital partners of the nation’s top 50 funds.  This action would also ensure venture capital investment includes governance and management team building expertise as well as capital.

SB 362, introduced during the 2003 State legislative session, would have established a personal income tax exemption to a) qualified senior level venture capital partners that relocate to Oregon and invest at least $2M per year in Oregon businesses and b) qualified senior level researchers with significant experience in large commercialized research efforts. SB 362 passed the Senate (21-6), but was not acted upon in the House.

For a full explanation of these recommendations, please read the original White Paper and Summit 2003 Discussion Paper for this initiative.
