Objective 3: Improve the systems that deliver K-12 public education (funding and governance) to increase accountability and positive outcomes for students.

2004 Action Items

Accomplishments/Status

Ÿ The Quality Education Commission, working with the Board of Education and Superintendent of Public Instruction will prepare a white paper for consideration by the Governor, Legislature and other stakeholders concerning potential changes in governance, budgeting, and system delivery that would accelerate progress towards high-performing K-12 schools that help all students meet high academic standards. The paper should be completed by October 2004.

In 2003, the Board of the Education and the Quality Education Commission jointly began exploring how to address present governance options to policy-makers.

For a full explanation of these recommendations, please read the original White Paper and Summit 2003 Discussion Paper for this initiative.
