Oregon Business Plan Documents

The Oregon Business Plan is a statewide initiative of Oregon's business community to shape a vision for what the economy could look like in the decades ahead.  In January 2003, The Oregon Business Plan Steering Committee officially adopted "Stepping Up" (the first version of the Plan) and has regularly updated the Plan since that time.

We welcome your input on the documents below and you can monitor progress on all our initiatives using the Initiative Tracker.

Policy Playbook/Initiative Guides 

The Policy Playbook and Initiative Guides of the Oregon Business Plan outline the key recommendations of the Oregon Business Plan Steering Committee each year.  The recommendations contained within the Playbook or Initiative Guide are the ones that are tracked on the Oregon Business Plan Initiative Tracker.  

Legislative Short Lists

The legislative short list draws from the Policy Playbook and is developed during the course of the legislative session as the recommendations presented in the Playbook are drafted as legislation.  The short list outlines the key bills that the legislature should pass before going home in order to support Oregon's strategic economic vision.    

Progress Reports and Scorecards

Progress reports and scorecards allow the business, elected and community leaders involved with the Oregon Business Plan to evaluate progress.  

Competitive Index:

The Competitive Index, a joint project of the Oregon Business Plan and the Oregon Progress Board, is a guide to the state's economic competitiveness in seven key areas: general well being, traded- sector cluster health, pioneering innovation, people, place, productivity, and public finance.  The indicators in the Competitive Index measure how Oregon is doing in giving its businesses a competitive advantage over companies in other states.

Cluster Resource Guides

The state’s traded-sector industries are made up of clusters of businesses that sell their goods and services in competition with firms outside the state. These clusters—groups of similar firms, their suppliers and workers—are the key sources of Oregon’s economic prosperity.  The Cluster Resource Guide summarizes the results of focus groups and interviews with representatives of key traded sectors industry clusters in Oregon.  To learn more about clusters in Oregon, visit www.oregonclusters.org.
